1. Drain the System. You must disconnect all of the hoses from the steering rack or gear and drain the fluid into a container. However, this could still leave some trapped fluid. To get this fluid out, you would reconnect the system – except for the return hose – and add a small amount of fresh power steering fluid.
Using a suitable suction device, siphon the power steering fluid from the power steering fluid reservoir. Remove the RH inner fender splash shield. For additional information, refer to Section 501-02 . Using the special tool, disengage the power steering pump belt from the power steering pump pulley and position it aside.

Answered by Honest John. The car has EPAS. In the Punto an early incarnation of electric power assisted steering in which an electric motor is clamped around the steering column. Holding the steering on full lock shorts out this motor and leads to damage. This EPAS in an 11 year old has already lasted far longer than most do.
The power steering fluid is typically located in a reservoir marked “Power Steering” under the hood. The fluid is responsible for helping the driver turn the vehicle’s front wheels. Check the reservoir tank first if it’s clear enough to see the power steering fluid level from the outside before you uncap the tank.

I'm Afraid this is quite a common problem. The torque postion sensors inside the unit become faulty thus making the steering not work. These can not be changed. A new steering shaft/unit is then required. Not cheap.. On The new mk3 Punto The steering unit is now modified. OP.
